Question for DACs

I wonder whether DAC could greatly improve the sound qulity of old CD through my DVD-V player. If it really could , is there any DAC (about us$800) can decode HDCD or with upsampling function. Thank you for your advice.

I meant to say, in my first post, that I really, really love my DAC1. I find it is like having a whole new library of remastered cd's, except for those that have a lot of hiss or drop off from the master tape or due to poor production, (ain't no fixin' that,) and it has made me forget the question of "what is the next format?"
