PC based Streaming sound quality

Does the PC based streaming  equals the performance of similarly priced  Network streamer.Currently using Windows based OS for streaming Tidal and Deezer and for few months had paid service on Tidal, since I felt streaming still had something missing when compared to the CD (using CEC CD5 CD player) qualities, I stopped the paid service, but still want to explore for satisfactory performance on Streaming.

Does Network streamer sounds better then the PC based streaming ?How much budget should be planned for the CD quality playback through Streaming?
