Well, the normal way is to level the table, balance the arm with the counterweight so it is also level with the cartridge installed, and then dial in the tracking force that the cartridge maker recommends. Then set the anti-skate at the same force. This would be a starting point, and you could vary both VTF and anti-skate to points that sound best to you.
