I was informing all about problems with CDR's 2-3 years ago. Hopefully those threads have been archived, as to save everyone the headache of re-hashing the same subject.
CD's Deterioration
I have a couple CD's that have suffered this. I've provided a link to an article in USA Today on this. It's also interesting on what they have to say on CDR brands.

Should we be able to get are money back on these CD's? The industry marketed CD's and their inflated price in part based on the "indestructible format". Probably not, but I like to complain sometimes.
