Is it a mechanical humm/buzz, not through the speakers? if so, it could be some dc on the power line or it could be that the xformer hold downs need tightening.
Have you already isolated the noise to the amp? If not disconnect the amp from the preamp (leave it connected to the speakers), put short plugs in the RCA's, and turn the amp on. If you still here the noise, it's coming from the amp. If not, then you might just have a grounding issue.
