BiAmp Marantz PM14S1 x 2

So I am using two Marantz PM14S1 amps and bi amping them. Interesting that one of the units if set to the active preamp the volume from the left channel is much higher than the right. If I change which one is master and slave then everything works right. Has anyone ever used these in a bi amp situation.
