Anybody tried a Felston DD740 Digital Audio Delay unit?

My wife complains that the TV's audio is out of sync with the video; I can usually see it when she points it out, but I don't otherwise. I did some searching and found this unit. I'd use it between the Tivo's optical audio out and the preamp. Does anyone have experience with it or its earlier versions?
