Alessandro Bias and Matching Meter

Has anyone heard about this device/piece of equipment used to bias power amplifier tubes/power amplifiers? How does it work? Can I use it to bias my audio Research Tube Power Amplifier which has 20 6550 tubes? Please I need your help and advice.
