$7K to spend on new turntable + arm

I have VPI Scout 1.0 turntable with a dynavector DV20X2m cartridge. I listen mainly to Jazz so this is my primary focus. What would you recommend as a turntable/tonearm upgrade as I have around $7K to spend. What sort of improvements in sound could I expect from your recommendation?

Note, I had ordered a VPI Classic 3 Rosewood, but for some reason VPI changed contents from what has been positively reviewed (no longer including Valhalla wire in tonearm and no periphery clamp).

The Rega RP10 will be unveiled at 2014 CES - MSRP of $5495; $6495 w/Apheta cartridge. Early reports are it is a much better table than the P9.
TW ACUSTIC TABLES run 100% on speed

They don't. Checked about 20 with Sutherland Strobe, not one was stable and the "motor controller" is useless.
Check out Triangle Art and their new Tonearm - work of art in my opinion: http://triangleart.net/turntables/osiris-tonearm/

Their Symphony Turntable is a good start - doesn't look it but weight 120lbs, rock solid Turntable at reasonable price!
Let's explore this in more detail. VPI is one of the top 3 tonearms. Which of the following should we exclude? Triplanar, Graham, Dynavector, SME, Fidelity Research, Reed, Technics, Micro Seiki, Ortofon, Davinci, Moerch, Denon, Basis, Spiral Groove, Continuum, Brinkmann, EMT.

I'm all ears and I've owned most of the above at least once.
One of the top 3 arms out there. Really? Let's examine this more closely.

Triplanar, Graham, Schroder, Basis, Fidelity Research, Dynavector, Reed, Thalia, Technics, Moerch, Davinci, Spiral Groove, Micro Seiki, etc.

End of examination.
