Another suggestion: the McCormack TLC-1 passive/buffered amp. Great piece --- available used $500-$800. 
Bel Canto 1.1 - Convince Me.
Hi! Mind if I ask how long it took Bel Canto to perform the upgrade, Chelillingworth? My system sounds pretty good with the DAC-1, though I'm always open to improvements.Thanks. 
Cd or DVD trans for Bel Canto Dac 1
It's probably a question of what your 'ears prefer.' I tried a Pioneeer DVD with a TOSlink connectection and compared it to a coaxial connection to a cd player similar to your Rotel 971. To my ears, the cd/coaxial seemed quite a bit better.Good luck. 
Perpetual P-3A vs Bel Canto DAC-1 vs MSB
Haven't heard the P-3A, but I did compare the Belcanto withthe MSB link II and, to my ears, the Bel Canto came out on top --- it offered a smoother, cleaner, less 'clanky' sound. 
CDP suggestions for bright system?
I'll second Xmore's suggestion. You could probably get a CAL DX-2 new for around $500, and used for much less. I got a DX-2 for exactly the reason you mention and am very happy with it. 
Musical Fidelity A3CD player
Megasam:I'm an owner of an 'older' Bel Canto DAC1 unit. Do you know if Bel Canto will do a reasonably priced update (power supply) on it? 
Rega Planet vs Cal Audio Labs Icon MK II
Here's another possibility: the California Audio Labs DX2 is several hundred dollars cheaper than the Icon MKII, yet not far from it in sound. An excellent midlevel choice! 
Any, good portable CD players?
I recommend the Panasonic SL-SX460 (under $100) along with a good set of headphones.

Another possibility would be the Denon 1650AR which should run around $750 new.
