I also have an Technics SL-1500C. What you have encountered is a "feature" of how this turntable operates. This turntable has a switchable and adjustable ability to enable a tone arm lift at the end of the record and stop rotation. It also has a feature that will shut the power to the table after about 15 minutes. Not all these features are listed in the manual, but some of the features are mentioned in the repair manual. First and most simply, if you do not want to engage the lift up feature you can turn it off and the turntable will operate as a fully manual table. There is a switch to turn off the arm lift at the back of the table, see page 19 of the manual if you have trouble finding it. If you encounter failure to lift at the end of a record, make sure you wait at least 30 seconds before you assume that the lift won't work as sometimes it takes a while. If the arm doesn't lift after 30 seconds, then you can adjust it so that it will lift earlier. Unfortunately this operation is not described in the manual, but it is in the service manual. Search for it on Vinyl Engine. The procedure is described in section 7 "Measurements and Adjustments"and 7.2 Auto lift-up function adjustment". Essentially you place the turntable into Service Mode and you can program the table to pick up the arm further away from the spindle. However, it is possible that some records with only a little "dead wax" may then experience tone are lift during playback of the inner groves. So it can be a trade off. The two settings are either 51.5mm to 56.5 mm from the spindle, or 57.0mm to 60.5 mm from the spindle. Once I altered the setting on my table I discovered that it reduced the time it takes for the arm to lift up and it also engaged the auto lift function of a few of my records where the arm did not lift up. To engage the function that stops rotation after auto lift and shuts of all the power to the table after about 15 minutes from auto lift up do the following. While the table is turn off the auto lift switch. Then hold the 33 + 45 buttons while you switch auto lift back on. Then release the the 33 and 45 buttons. Now after auto lift the rotation will stop and the main power will shut down after about 15 minutes.
